We Can Take Away Putin’s Oil Power and Stop Relying on Foreign Oil

How It Works: Homegrown Alcohol Fuel
Blume, an expert in local-scale alcohol production, explains that it is easy, ecological, cost-effective and sustainable to produce alcohol fuel on farms throughout the US — even by using agricultural waste products — and to distribute it by building a series of fuel stations and upgrading current stations. He states that almost every vehicle, using a small inexpensive flex-fuel switch, can run on alcohol-gasoline mixes, or even on pure alcohol, and do it better and more affordably than happens now.
Blume, the author of the classic book on producing local-scale alcohol ACBAG, has created the 12-point plan as a package for the legislature to pass “just like they passed Carter’s Windfall Profits tax on the gouging oil companies and directed 100% of that tax to producing renewable domestic fuel. That program is why we are able to put 10-15% alcohol in our gasoline nationwide depending on the state. Think what the price would be if we didn’t have this amount of alcohol production.

Dave Blume’s 12-Point Plan for American Energy Independence
The 12-point program is designed to Increase Alcohol Fuel Production, Increase Alcohol Fuel Use, and Stockpile Alcohol Fuel.
1. Build alcohol production plants on farms nationwide
Compare that amount to amounts spent on stupid stuff = drop in bucket for major benefits, yay farmers, yay small scale local power to the people, yay ecology, sustainability, triumph of common sense over profits. Give a 50 billion dollars to the USDA as a fund loans to build small, medium and large alcohol plants on farms nationwide to make local alcohol.
2. Reduce alcohol crop certification time
Mandate that the certification time for a new crop for alcohol production be reduced to 90 days from the nearly unlimited years it takes now
3. Extend and increase the alcohol production tax credit
Double and extend the per gallon tax credit to $2 for E100alcohol fuel to anyone making over 100 [what?] per year of alcohol for fuel.
4. Normalize flex fuel
Develop inexpensive flex fuel device to allow drivers to choose % of alcohol fuel they use. Fund research for inexpensive flex fuel device that plugs in a socket under the dashboard so people can run any percentage of alcohol they want. Also mandate that ALL new cars sold in the US both foreign and domestic be flex fuel to E100 both including hybrids. Mandate that all used non-flex fuel cars sold in the US have a flex fuel conversion installed within 10 days of arrival on a dealers lot. No car can be sold without one.
5. Normalize blender pumps
Require all gasoline stations sell both regular and premium to achieve the higher octane with ethanol through blender pumps that mix alcohol and gasoline to the consumers choice. No toxic volatile aromatics from oil.
6. Increase alcohol fuel use at the pump
Mandate all pumps go to E25 now and go up 2% a year until it reaches 30%. In this mandate require oil companies temporarily blend more volatiles in the cold season to avoid car starting problems in unmodified autos. Mandate mid level octane and high octane fuels at pumps to add 30% immediately.
7. Require heated fuel injectors
Require all new cars to use heated fuel injectors to begin to eliminate the use of 15% or more of gasoline so helps cars start on cold mornings. Mandate that they are rated at 100% duty cycle.
8. Mandate that the federal government use alcohol fuel
Mandate that all federal gasoline vehicles be flex fuel to E100
9. Mandate that federally funded state and local governments use alcohol fuel
Require all State or Local municipalities that receive federal money for anything be required to run all new gasoline vehicles to be flex fuel to E100.
10. Build more fuel stations
Create a billion dollar fund to erect more [alcohol?] fuel stations.
11. Make all pipelines alcohol-ready
Mandate that all pipelines for fossil fuel in the US be required to be certified alcohol capable. In reality almost all of them are now but it should be universal.
12. Stockpile alcohol fuel
Establish a national alcohol fuel reserve to store over 40 billion gallons (10% of annual fossil fuel use in the US) Increase this percentage by an equal amount every year divided proportionately in all 50 states.

13. To prevent landfill methane production when food processing waste is buried in landfills give alcohol producers a $2 a gallon tax credit for turning food production waste into alcohol.
